Dr. Harry Charles (Chuck) Dennis

As a Senior Fellow for the Performance Institute, Dr. Charles Dennis is Managing Investigator on a Transportation Research Board contract to develop a guidebook to help airports improve performance measurement and management. In addition, he taught a Webinar on the Presidential Transition.
Dr. Dennis is also a Senior Advisor at CNA, where he has undertaken research and, in cooperation with the Partnership for Public Service, interviewed Federal executives across the country. He then co-authored CNA and Partnership for Public Service recommendations to the new President on how to reform the Federal Government.
Dr. Dennis headed Federal Aviation Administration Strategic Planning from 1989 to 2007, producing a dozen plans and updates, including the Flight Plan that won the November 2005 Association for Strategic Planning’s Dr. Richard A. Goodman Award. He oversaw extensive outreach to aviation and employees on draft Flight Plans. He coordinated setting FAA short- and long-range performance targets and initiatives with FAA Air Traffic, Airports, Aviation Safety, and other organizations and helped produce FAA and DOT Performance Accountability Reports. His staff worked with FAA organizations to track and evaluate performance. He coordinated monthly Flight Plan Progress Meetings where FAA senior executives discuss performance and make changes needed to meet targets and initiatives. He reported results to Congress and the Public in a quarterly report on the FAA web site (www.faa.gov) and yearly results in each Flight Plan.
