Andrew Gluck, M.B.A., a technical director at Macro, is an expert in strategic planning and performance management/measurement, especially as they relate to the requirements of GPRA and PART in support of Federal clients. Mr. Gluck brings a strong quantitative-based approach to developing systems that meet client objectives. Many of his assignments have centered on quantifying past program accomplishments and forecasting future program benefits. Mr. Gluck has managed multiple contracts in support of Federal government programs for the U.S. Departments of Energy, Education, Health and Human Services, the Environmental Protection Agency. In addition, Mr. Gluck has led the performance measurement component of other contracts.

Currently Mr. Gluck is leading the first task under a contract with the Agency for Healthcare Research and Quality (AHRQ) where the Macro team is analyzing and improving current annual and long-term measures and data collection systems in support of AHRQ portfolios. At the Department of Education he is the contract manager or task leader on five current Department of Education contracts, including performance management, data gathering, and analysis engagements with the Office of the Secretary (OA Initiative), Office of the Chief Financial Officer (publishing the annual PAR), Office of Special Education Programs (GPRA measure and data collection improvement), the Rehabilitative Services Administration (PART Tracking system and annual performance reports), and Office of Safe and Drug-Free Schools (Data Reporting and TA Center). For these contracts, Mr. Gluck has assisted his federal clients in every aspect of performance management including reviewing and improving existing GPRA measures and creating new GPRA measures (including efficiency measures) where necessary; devising data collection strategies, including the creation of tracking systems, as well as protocols, methodologies, instrument creation, and instructions for expert panelists; survey form critique; review of performance data for validity; analysis of performance data to detect areas for improvement; and offering recommendations for improving performance based on data analysis.

Before joining Macro, Mr. Gluck was the Washington, DC, area operations manager and a senior researcher for consulting firms specializing in service to Federal clients. Mr. Gluck’s strong quantitative skills grew out of his experience as an economic and financial consultant to Fortune 500 companies. His strong customer service orientation has been a constant since his first job in sales and sales management. Along with Dr. Herbert M. Baum and Dr. William Scarbrough, Mr. Gluck coauthored a white paper ―Performance Management, Measurement, and Budgeting: Successfully Working with GPRA, PART, and Other Organizational Assessments. Mr. Gluck also coauthored and co-presented a series of ―Success with PART—workshops, in which he and Drs. Baum and Scarbrough laid out their six-step approach to constructing, implementing, and improving an effective performance management system.
